Description:

The PSC works to ensure that, in the absence of competition, adequate and reasonably priced service is provided to utility customers. PSC approval is required before utilities can change rates or build large power plant and major transmission lines. The PSC has specific rules it must follow prior to making decisions during the Application Review Process.

In Wisconsin, most activities of the 28 electric cooperatives are not under the jurisdiction of the PSC. Energy sources like fuel oil, propane, coal, natural gas and gasoline are not under the PSC’s jurisdiction. The PSC does not regulate cellular telephones or cable television services.

To File a complaint:
The PSC can help you resolve disputes with utilities regarding electric, natural gas, telephone, and water service. You should first try to resolve your dispute directly with the utility before contacting the PSC for assistance. If you are unsuccessful in resolving your concern directly with the utility you can file a complaint with the PSC. The PSC employs Consumer Specialists and Analysts who are trained to resolve disputes and ensure that the utilities are following state laws and regulations.

You can file your complaint in one of three ways:
By Phone: You can reach a Consumer Specialist between 7:45 AM and 4:30 PM, Monday through Friday by calling 1-800-225-7729, 1-608-266-2001 in Madison, or TTY at 1-608-267-1479.
We have recently modified our phone menu to provide more efficient service. If you need to speak with a Specialist concerning payment arrangements or any other issue not highlighted in our menu, you should select option 4. You can make this selection without having to listen to the entire menu.

By Letter: You may send a letter to: Public Service Commission of Wisconsin, P.O. Box 7854, Madison, WI 53707-7854. A Consumer Specialist will review your complaint and forward it to the utility for resolution.
