Description:

TEPP is the way to get telephone equipment you need at a reasonable cost. This is a Wisconsin Public Service Commission program. This is a program to help people with disabilities buy telecommunications equipment they need in order to use basic telephone (utilities) services. Types of devices covered are TTY, amplified handset, Telebraille/TTY unit, hands-free speaker phone, Puff activator and more.

Eligibility: For Wisconsin residents who are hard of hearing, deaf, deaf with low vision, deaf and blind, speech impaired or mobility or motion impaired and in need of specialized telecommunications equipment. Voucher application process: a paper application may be completed or for a quicker turnaround with voucher processing access https://tepp.wipfli.com/ApplicationForm to apply on-line. Complete application with $100 fee which is applied toward your purchase; except for hard-of-hearing equipment applicants (copay doesn't apply). This fee may be covered by TAP program, if you qualify. There are no age or income limits, but the same person can only use a TEPP voucher once every 3 years for the same disability. It generally takes 3-4 weeks to receive your voucher. It will take longer to receive your voucher if you apply for the Telecommunications Assistance Program (TAP), which is through another organization (Bureau for the Deaf and Hard of Hearing Dept. of Health & Family Services) to cover the co-pay. Applications are processed in the order in which they are received and vouchers are issued on a first come, first served basis.

The voucher is used by the applicant to purchase specialized telephone equipment from a vendor who sells the equipment and who accepts the voucher. If the equipment costs more than the voucher amount, the purchaser has to pay the rest. The value of the voucher depends on the disability: Hard of hearing - $100, deaf or severly hard of hearing $800, Speech impaired, mobility or motion impaired - $1600, deaf with low vision - $2500 and deaf and blind $7200.
