DRW’s story began in 1977, when the Wisconsin Coalition for Advocacy (WCA) was born. The WCA (now called Disability Rights Wisconsin or DRW), was created on the executive order of Governor Martin Schreiber, to meet a federal requirement for states to have a Protection and Advocacy agency (P&A) for people with developmental disabilities.
