Description:
WHEDA is an independent authority, not a state agency. It sells bonds on the national markets to fund loans to homebuyers, rental housing owners, and businesses at attractive rates and terms. WHEDA alone is responsible to its bond holders for repayment of its obligations. Its budget and programs are managed by its Board to maintain a constitutionally required separation from the State.
WHEDA is a lender, not a granting agency. The key to reasonably precede housing is reasonably priced credit. WHEDA's programs are predicated on the notion that affordable financing produces affordable development. The Authority has raised substantial capital through the sale of federally tax-exempt bonds to fund below-market-rate loans for a variety of development programs.
WHEDA provides financing based upon market needs, it rarely limits or allocates resources to specific areas of the state. In general, its programs are available in all parts of Wisconsin. In some instances, such as federally designated target areas, the Authority has built special incentives into programs to encourage development in economically distressed neighborhoods, cities or counties.
